Dr. David Mulbah Tokpah brings a powerful blend of academic rigor, strategic thinking, policy innovation, and transformational leadership to position the United Methodist University (UMU) on a solid academic, financial, and spiritual footing. He encourages staff and faculty to embrace change by putting aside self-interests for the greater good of UMU and the United Methodist Church of the Liberia Annual Conference.

Dr. Tokpah is currently the Vice President for Recruitment, Registration, Records, & Admissions (VPRRRA) at the United Methodist University, Liberia. In this role, he reports directly to the President, provides counsel, and assists in executing the Board of Directors’ visionary direction as a member of the President’s Cabinet and Senior Management Team. Before his current position, Dr. Tokpah served as Dean of Admissions, Registration, & Records, during which enrollment increased by 20%, resulting in a gain of 1,025 students in the 2024/2025 academic year, after years of enrollment decline. With a background in higher education leadership, Dr. Tokpah is a leader in private and Church-related higher education issues and trends, with particular expertise in financial sustainability strategies, strategic enrollment management, evaluation, and academic support services.

The VPRRRA serves as the Chief Recruitment Officer, with primary responsibility for identifying prospective students, overseeing entrance placement examinations, registration, student records, graduation, transcript evaluation, and maintaining the academic integrity of both undergraduate colleges and graduate school to elevate UMU’s standing as a top-choice university in Liberia. He is assisted by Mrs. Rebecca M. Zenneh, Assistant Vice President for Recruitment, Registration, Records, & Admissions. The office is also managed by other professionals knowledgeable in testing, billing, academic programs, academic records, recommendation letters, transcript processing, campus life, and assisting students in making informed decisions.

In addition to his administrative roles, Dr. Tokpah teaches in the Prince Taylor Graduate School of Education at the United Methodist University. He is known for his critical thinking and innovative teaching methods, consistently earning positive results from student evaluations.

Dr. Tokpah is a staunch United Methodist clergy member who holds a Doctor of Education (Ed.D.) degree in Higher Education Administration. He also has 25 years of Pastoral leadership experience and now serves in an extension ministry at the United Methodist University in Liberia. Dr. Tokpah is married to Mrs. Jestina Tokpah and blessed with five children.
